Promoting a healthy diversity in enterprise size requires well-considered choices.
Considering its potential salutary effects on long-term stability as well as on innovation, a healthy diversity in enterprise size ought to be a major goal of our economic policy.
In pursuing it, however, we need to be careful not to oppose corporate size per se--which can amount to nothing more than penalizing the successful.
Rather, we need to keep our focus simply on making it possible for new competitors to enter a field.
